WHO WE ARE


TIEMS IN NUTSHELLS

1993 - TIEMS was established in Washington, USA, as The International Emergency Management and Engineering Society (TIEMES) and registered in Dallas, Texas, USA, as a non-profit organisation. Founders were Jim Sullivan, USA (First President), K. Harald Drager, Norway (First Vice President), Suleyman Tufecki, USA (First Treasurer), Jean Luc Wybo, France (Board Member), and Ross Newkirk, Canada (Board Member).

1996 - The name was changed to The International Emergency Management Society (TIEMS).

2003 - The Society's registration was moved to Zürich, Switzerland, in Europe.

2006 - TIEMS moved to Belgium, where it was registered as an international, independent and not-for-profit Non-governamental organization.

There are 14 regional chapters around the world.

TIEMS

TIEMS Mission to Ukraine (in other words, TIEMS Ukraine Chapter) is a subsidiary of TIEMS (The International Emergency Management Society). It is operated in accordance to the TIEMS By-Laws, the laws of the Kingdom of Belgium and the European Union. The TIEMS main office in Brussels is a prime supervising and auditing body.


Historical background of TIEMS Mission to Ukraine

In 2009, Ukrainian volunteers and experts in rescue services, environmental monitoring and emergency management initiated the negotiations with TIEMS (The International Emergency Management Society). Since then negotiations were suspended and re-started several times because of the changing political scene in the country. Contact persons changed as well.

In the summer 2014, a new group of volunteers and experts under the guidance of an expert from Finland rebooted the process of establishment of TIEMS Ukraine Chapter. Given the green light by the main office of TIEMS and its President, the preparation work began.

During this period few international conferences were run by this enthusiastic group, namely:
- First International Secure Society Conference Ukraine SESOCUKR 2014, Nov. 18-21
- Second TIEMS Conference on Disaster Control and Emergency Management 2016, Oct. 11-14.

22 July 2016, an application of the establishment of TIEMS Ukraine Chapter was submitted to TIEMS.

The formalities were completed on 7 November 2016 and the TIEMS Ukraine Chapter was finally born.

In the end of 2017, following the reforms in the organization and in order to better reflect the objectives, TIEMS Mission to Ukraine has been established for executive and operational purposes by side. 


The Statut

  • TIEMS Mission to Ukraine is an international non-stock not-for-profit non-governmental organization.
  • TIEMS Mission to Ukraine is independent from any state and governmental institutions anywhere.
  • TIEMS Mission to Ukraine runs on the volunteer base.
  • TIEMS Mission to Ukraine is the only legal representative of TIEMS on the entire territory of Ukraine.

The Mission

  1. To advance the science of first responding, civil protection, environmental protection, management, disaster relief, emergency, disaster, risk and crisis management.
  2. To educate individuals in the science of first responding, civil protection, disaster relief, emergency, disaster and crisis management.
  3. To foster the exchange of information pertaining to the science of civil protection, environmental protection management, disaster relief, emergency, disaster, risk and crisis management.
  4. To develop, place into practice and maintain standards and ethics applicable to aspects of in the aforementioned fields of applications.
  5. To provide means for the exchange of ideas among those interested in the aforementioned fields of applications.
  6. To encourage, publish and distribute books, periodicals, treatises, and other scholarly and practical works to further the sciece of first responding, civil protection, environmental protection management, disaster relief, emergency, disaster, risk and crisis management.

1st president of TIEMSUKR, Dr. Yevhenii Yakovliev

First President of TIEMS Ukraine Chapter

The distinguished scholar and the senior research scientist D.Sc. Yevhenii Yakovliev (born on November 11, 1939) was elected the First President of the TIEMS Ukraine Chapter (2016-2018). He received the degrees of Dr.Ing. in hydrology in 1984 and D.Sc. in engineering geology in 1996. His key areas of expertise are engineering geology, hydrogeology, environmental monitoring, radiation safety, and ecological risk assessment (e.g. underground coal mining, flooding, ballistic missile launch sites, military training sites, and nuclear waste disposal). He was one of the key technical experts of the aftermaths of the Chernobyl nuclear power plant accident in 1986. For his outstanding risk assessment of the Chernobyl nuclear power plant and the prediction of the Chernobyl-kind accident, he received one of the highest state's awards in the USSR, namely, the Order of the Red Banner of Labour (1986). He is also the laureate of the State Prize of the USSR (1991) and the State Prize of Ukraine (2004) both in science and technology. Honorary Expert of Nuclear Industry of Ukraine (2004). Member of the Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety of the Verkhovha Rada of Ukraine (equal to the Parliamentary committee). Dr. Yakovliev has about 250 scientific and industrial publications. Presently, he is the research director (since 2004) and the Fellow (since 2010) at the Department of Natural Resources of the Institute of Telecommunications and Global Information Space of the National Academy of Sciences of Ukraine.

  • Expert contribution to the project of the European Commission Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO): Network of European Hubs for Civil Protection and Crisis Management - Initiated by the European Parliament to support the disaster preparedness in the European Union and its Member States in the framework of the Union Civil Protection Mechanism and to better tackle the new challenges posed by the changing risk landscape in Europe. Europe is increasingly facing the dramatic impacts of intense and unpredictable natural disasters with ensuing loss of life, destruction of property and cultural heritage. Climate change is amplifying the impacts of extreme weather events. This Network aims at increasing synergies among specialised training and exercise centres and at reinforcing their inter-operability by making the best use of national expertise and existing structures.  [2019-2020]
  • THE WORLD BANK - TIEMS Mission to Ukraine was seleced for conducting the study "The State of Civil Protection in the world: Typologies, good practices and economic returns - An analysis of the Institutional Diversity of Civil Protection Systems and Practices", which covers 16 countries and is led by the World Bank's Global Facility for Disaster Reduction and Recovery (GFDRR) [2017-2018]. TIEMS Mission to Ukraine is responsible for delivering the report about the state-of-the-art of civil protection in Ukraine. Head of Mission Professor Samberg is in charge (letter of information). This study is carried out in cooperation with the State Emergency Service of Ukraine and the Lviv State University of Life Safety (Department of Fire Tactics and Rescue Operations).   • GROWING THE WORLD-CLASS DRR EXPERTS - A logistics and financial support for four Ukrainian experts for participating in the United Nations Development Programme (UNDP) Post Disaster Needs Assessment Training (21-23 May 2018) and Regional Gender and Disaster Risk Reduction Training (24-25 May 2018) in Chisinau, Moldova: 1 from the headquarter of the State Emergency Service of Ukraine, 2 from the Lviv State University of Life Safety and 1 from the Department of Civil Protection and Innovation of the State Institution "Institute of Environmental Geochemistry". Upon the completion of training, 1 expert was invited to further explore the acquired knowledge at the Ministry of Infrastructure of Ukraine.
  • EU HORIZON 2020 - In 2017-2018, TIEMS Mission to Ukraine run several consultations with the representatives of the State Institution "Pukhov Institute for Modelling in Energy Engineering" of the National Academy of Sciences of Ukraine (e.g. Director-General, the corresponding member of the NASU, Prof. Dr. Volodymyr V. Mokhor and the assistant director (foreign affairs) Igor Kotsyuba) regarding the possibilities to participate in the EU Horizon 2020 framework programme. As the result of the provided guidelines, the aforementioned entity gained the access to the European R&D community and market. Thanks to the Ukraine–European Union Association Agreement, it was seleced as a full partner for the H2020 SPEAR (Secure and PrivatE smArt gRid) project. Topic DS-07-2017 is Cybersecurity PPP: Addressing Advanced Cyber Security Threats and Threat Actors.
  • MANAGING THE HIGH QUALITY OF PUBLISHING - In 2018, our experts assisted both Ukranian SME indistry and researches from the Lviv State University of Life Safety of the State Emergency Service of Ukraine in writing the high quality Scopus-type papers in good English for international conferences and publications in the fields of high resolution multispectral aerial and satellite imagery, environmental and energy security, civil protection, civil-military C2, and drones. For example, multiple papers were presented at SPIE Remose Sensing Symposium and SPIE Defense and Security Symposium, which were held in September 2018 in Berlin (Germany). All papers passed the quaility control without any comments, and were published in the final proceedings as they were.
  • DELIVERING A HIGH-LEVEL EXPERTISE FOR EUROPEAN COOPERATION - Members of the TIEMS Ukraine Chapter, D.Sc. Yevhenii Yakovliev and D.Sc. Sergiy Chumachenko, were invited to conduct the field studies and the following assessments: "Assessment of Ecological Hazards in Donbas Impacted by the Armed Conflict in Eastern Ukraine" (read) (The Centre for Humanitarian Dialogue, Switzerland, 2017) and "Assessment of Environmental Damage in Eastern Ukraine and Recovery Priorities" (read) (OSCE, 2017-2018).
  • SUMMER SCHOOL 2017 - In the end of 2016, the proposal No. CPEA-ST-2016/10002 for the Norwegian-Ukrainian Summer School called "Vulnerability Assessment of Critical Infrastructures in the Post-Soviet era: Case Ukraine" was submitted to the Norwegian Centre for International Cooperation in Education SUI. The principle proposal writer was Professor Samberg, Head of TIEMS Mission to Ukraine. This proposal won the public funding in January 2017. Funding of 300.000 NOR (approx. 32.000 Euros) was secured. The 2-weeks summer school was delivered on August 20-31, 2017, in cooperation with the Norwegian University of Science and Technology (Norway) and the Taras Shevchenko National University of Kyiv (Ukraine).

Head of TIEMS Mission to Ukraine Professor Samberg was recognized for achievements and outstanding contributions to civil protection, emergency management and disaster relief. The title of Fellow ICPEM (FICPEM) was issued by The Institute of Civil Protection and Emergency Management (United Kingdom) on 12 October 2018.

Crisis Management Veteran

Head of TIEMS Mission to Ukraine Professor Samberg was recognized for impactful contributions to peacekeeping and humanitarian efforts in areas of conflict. October 2018, the UN regional peacekeeper's association (Finland) nominated him the Crisis Management Veteran (military veteran) as a person who honorably served on duty for years.

Outstanding Young Resercher 2017

As a part of the Rotary's RYLA program, this award was issued in cooperation with the Rotary Club of Eastern Helsinki (Finland) and TIEMS (Belgium) to First Lieutenant (civil protection) Dmytro S. Kobylkin, PhD, from the Lviv State University of Life Safety.

Outstanding Instructor 2017

Lieutenant-colonel (civil protection) Viktor M. Kovalchuk, Professor, PhD, from the Lviv State University of Life Safety was nominated as the Outstanding Student Instructor 2017. The award ceremony took place at the 24th TIEMS 2017 Annual Conference in Kyiv. 

Best Conference Paper Award 2017

The paper "Self-regulation as risk mitigation tool in formation of critical infrastructure" won the nomination for the Best Paper at the 24th TIEMS 2017 Annual Conference in Kyiv. The winner is Mrs. Oksana Medvedchuk from the Interstate Consultants Engineers Guild.

MEMBERSHIP

Ukraine is considered as a transition economy country. Any resident in Ukraine, who has paid the reduced annual fee of TIEMS membership (35 Euros in 2018 for Ukraine), becomes a member of TIEMS Ukraine Chapter at no extra cost.
Also, the participation fee of the TIEMS annual conference includes 1-year full membership.
Membership payment process is directly handled by the TIEMS main office in Brussels in accordance to the laws of the European Union and the Kingdom of Belgium. Individual arrangement is possible too. The latest information about the membeship plans and the annual fees is available on the TIEMS website here.

MUST-KNOW ABOUT UKRAINE

  1. UKRAINE AND THE UNITED NATIONS - Ukraine was one of 50 founding members of the United Nations on 26 June 1945 as the Ukrainian Soviet Socialist Republic at that time.
  2. UKRAINE IS THE LARGEST COUNTRY IN EUROPE. It's located in Eastern Europe and shares the land borders with Poland, Belarus, Russia, Hungary, Slovakia, Moldova and Romania. Including Crimea, Ukraine has an area of 603,628 km2 (233,062 sq mi). Population is about 42.5 million, making it the 32nd most populous country in the world. Its capital is Kyiv (or Kiev, in Ukrainian - Київ). In according to the Primary Chronicle (a history of Kievan Rus' from about 850 to 1110,  The Tale of Bygone Years), the founders of Kyiv were three brothers Kyi, Shchek and Khoryv (Ukrainian: Кий, Щек, Хорив) along with their sister Lybid (Ukrainian: Либідь). Andrew, the first disciple of Christ, is the patron saint of Ukraine.  According to The Tale of Bygone Years, Saint Andrew came to the Dnipro River's slopes in the 1st century AD and prophesied that the sparsely inhabited area would become a great city, the site arose to become the city of Kyiv.
  3. UKRAINIAN CIVILIZATION - The territory of modern Ukraine has been inhabited since 32,000 BC. The Christianity in Ukraine has remained the dominant religion in the country since its acceptance in 988 by Vladimir the Great (Volodymyr the Great), who brought it from Byzantine Crimea and instated it as the state religion of Kievan Rus' (Ruthenia), a medieval East Slavic state and establishment of the Ruthenian Orthodox Church with metropolitan see in Kyiv. Volodymyr decreed that paganism be abolished and all citizens be baptised and introduced to the Byzantine-Slavic form of Christianity to his land. During the Middle Ages, the area was a key centre of the East Slavic culture.
  4. THE WORLD'S FIRST CONSTITUTION was drafted and introduced in 1710 by Ukrainian Hetman Pylyp Orlyk (October 21, 1672, - May 26, 1742). The document was aimed at introducing the separation of powers. It outlined the responsibilities and rights of both citizens and government.
  5. THE GEOGRAPHICAL CENTER OF EUROPE - In 1887, geographers from the Austro-Hungarian Empire set up a historical marker of the geographic centre of Europe and a large stone in the village of Dilove in Ukraine.
  6. A PIONEER IN DESIGN AND DEVELOPMENT OF HELICOPTER, Mr. Igor Sikorsky was born in Kyiv on May 25, 1889. He was aeronautics engineer and inventor known for crafting the first helicopter (1908) and the first four-engine plane (1913). Four-engine "Ilya Muromets" was constructed for both purposes commercial and military. During the WW I, it became the best heavy bomber in the world. Sikorsky emigrated to the United States in 1919. Some of Sikorsky helicopter serios are famoust UH-60 Black Hawk (1974), H-92 Super Hawk (1998) and CH-53K King Stallion (2015).
  7. A PIONEER IN THE ABSTRACT ART AND SUPERMATISM, Mr. Kazimir Malevich was born in Kyiv on February 23, 1879. His first famous "Black Square" (1915), a black square on white, and "White On White" (1918) represented the most radically abstract painting. The second Black Square was painted around 1923. The third Black Square was painted in 1929. He wrote "The Non-Objective World: The Manifesto of Suprematism" in 1926.
  8. THE DEEPEST UNDERGROUND STATION IN THE WORLD - Arsenalna is the world’s deepest metro station at 105.5 metres (346.1 feet) below ground.
  9. THE WORLD'S LAGEST AIRPLANE is Antonov AN-225 Mriya was designed and built in Kyiv during the 1980's. The first flight took place in 1988. It is 9 meters longer than the world's largest passenger aircraft, the Airbus A380 superjumbo.
  10. SCIENCE: 1) In the nuclear research field, scientists of the Ukrainian Institute for Physics and Technology in Kharkiv the first in the world reproduced the experiments on nuclear fission by fast protons in 1932. In 1940, two young nuclear scientists, V.A. Maslov and V.S. Shpinel, proposed the world's first valid scheme to produce a nuclear explosive (the invention “On the Usage of Uranium as an Explosive and Toxic Agent”, 17 October 1940). 2) the world's first space industry was founded in Kharkiv in 1937, 3) The driving force behind Soviet accomplishments in space exploration was Mr. Serhiy Korolyov, who was born on January 12, 1906, in the city of Zhytomyr (Ukraine). He developed the world's first intercontinental ballistic missile (1957) and led the space programs of the first artificial Earth satellite "Sputnik 1" (4 October 1957), the first spacecraft "Luna 2" to the surface of the Moon (the first man-made object to land on another celestial body) (14 September 1959) and the first piloted spaceflight (12 April 1961), 4) The first electronic numerical computer in the Soviet Union was designed and built in 1958 in Kyiv.
  11. UKRAINIAN NOBEL LAUREATES are Ilya Mechnikov (Physiology or Medicine, 1908), Selman Waksman, (Physiology or Medicine, 1952 ), Shmuel Yosef Agnon (Literature, 1966), Roald Hoffmann (Chemistry, 1981), and Georges Charpak (Physics, 1992).
  12. UKRAINIAN IT SENSATIONS: 1) Co-founder and CEO of mobile messaging application WhatsApp was Mr. Jan Koum, who was born in Kyiv on 24 February 1976, 2) Mr. Max Rafael Levchin, who was born in Kyiv on July 11, 1975, was the co-founder and the former chief technology officer of a popular payment system PayPal as well as the co-creator of the first commercial implementations of CAPTCHA. He is Google’s Vice President of Engineering, 3) Mr. Paul Eremenko is a former Google executive officer and the founding CEO of Airbus Group Silicon Valley technology and business innovation center.
  13. WORLD-CLASS UKRAINIAN SPORTSMEN: 1) Mr. Sergey Bubka is a famous Ukrainian pole vaulter, the outdoor world record holder, President of the National Olympic Committee of Ukraine, Vice President of The International Association of Athletics Federations (IAAF), 2) brothers Vitalii and Vladimir Klitschko are the world famous Ukrainian heavyweight boxers, the world champions (WBO, IBF, IBO, WBA, WBC)3) Mr. Vasyl Virastyuk is an Ukrainian athlete, the first athlete in the history of strongman, who won both the World's Strongest Man title (2004) and the IFSA World title (2007), 4) Ruslan Ponomariov is the FIDE World Chess Champion from 2002 to 2004.
  14. REMARCABLE INTERNATIONAL SPORT AND CULTURAL EVENTS:  Euro 2012 - The 14th UEFA European Championship for men's football, and the UEFA Champions League Final 2018 in Kyiv (Real Madrid vs. Liverpool) as well as Eurovision Song Contest in 2017.
  15. CLOSE ROOTS WITH UKRAINE: 1) The Hollywood actor Sylvester Stallone is half Ukrainian Jewish (great grandmother was a Jewish immigrant from Odessa), 2) entrepreneur Jay Pritzker, founder of the Hyatt Hotel chain, is a child of a Jewish family from Kyiv, 3) Apple co-founder Steve Wozniak is from a family of WW II emigrants from Ukraine, 4) The Hollywood actor Dustin Hoffman is from a family of Jewish immigrants from Kyiv during the Russian Empire, 5) Steven Spielberg is a worldwide famous film director, screenwriter, and film producer. His grandfather of mother's side came from Odessa, on father's side - from a small Ukrainian village, 6) the most commercially successful illusionist David Copperfield (won 21 Emmy Awards, a star on the Hollywood Walk of Fame, a Living Legend by the US Library of Congress). Copperfield's parents were Jewish immigrants from Odessa in the 1930s. 7) the father of the first handheld cellular mobile phone Martin Cooper is from a family of Ukrainian Jewish immigrants, 8) Nick Holonyak is the inventor of a light-emitting diode (LED) in 1962. He is the son of a coal miner, who immigrated from the Carpathian Mountains in Ukraine in the 1920s.
